Do you know of any bank in the world who loans money at 3% or less for uk property purchases?
investment portfolio , I require five million pounds for a term of 10 years,interest rates of 2/3.5% max , I have a great plan that i will
give details to who ever can loan this money to me.

Errr - no bank would loan so much on so litttle!

you won't get a loan at such a low rate, maybe 6%
bank base rate in uk is 5% so no-one in uk.
You can look to europe, but loan would be in Euro's. That being the case you would have to take into account exchange rate changes, which makes it risky.
Deutche Bank are always open to idea's and do have an office in london who could give you a german account manager to talk to.
My bank loaned me the money for my house at a rate of 3%...but I work for them!!
I doubt you will get a rate that low anywhere.
