Could you use ISA fund holding as a collateral in a secured loan?

I have been told I can't by HSBC. I have poor credit rating because I earn NMW whilst living in Company accomodation with free food.

Not likely. The obvious path to follow, would be to cash in the ISA. You could pay more interest on a loan than profit gained from your ISA.
