What are normal requirements for a secured personal loan thru a bank?

You need to put down some collateral. You could put money into a CD or savings account and borrow money from the bank up to that amount. The bank will run a check on you to find out if you closed any other bank accounts in a negative balance and still owe or if you had a bank account that you constantly overdrew. As long as you have the collateral and you don't have a bad banking history, you should be fine. These are great loans to help you build your credit.
